My Radeon hd 7670m fan wont spin unless i manually spin it.. is it dead?

i have a toshiba satellite m840 and this problem just started happening recently. i had it cleaned since i thought it was what caused the overheating. the problem still persists and it keeps on saying that "a problem has been detected with your cooling system" and that i need to restart the pc to restart the service. upon boot, the fan tries to turn and moves about 30-270 degrees but doesnt continue spinning. it keeps on doing this every 10-15 seconds unless i spend about 30 minutes poking and spinning the fan manually...then it starts to constantly spin at 75-80% (according to toshiba pc health monitor), the fan stops after an hour or two though,and it starts to overheat until it shuts down. help :(
