My tablet won't turn off

My samsung galaxy tab 3 is stuck on the start up screen. I've tried doing the factor reset by pushing the power button & volume up button. My problem is the tablet won't turn off so the factor reset didn't work since it was still on. The only way to get it to turn off is to let the battery die. But when I tried the reset when if was finally off it just restarted! Any advice would be greatly appreciated!

Go through the process of a factory reset and when it completes, remove the power lead and the battery. It only need be down for more than a couple of seconds and the reset may stick this time.
