Hi,

First test if your laptop will load in Safe Mode also please do provide us more information about the errors you're getting.
- While the laptop is booting up repeatedly press on F8 until it loads Advanced Boot Options then select Safe mode.
- Once in Safe Mode do run System Restore, restore it back into an earlier date or time before the problem even happened.
- If all these will not work a complete factory reset would be the last resort.

Hi I have Windows 8.1 and spamming f8 won't work
it starts to load past the Toshiba logo then I bright blue screen pops up and 3 seconds later disappears
