I had to ask. That would be the correct diagnosis for a CRT, vertical deflection circuit problem.

As I said it is a vertical deflection circuit problem. Without hands on nobody can give you a better diagnosis.

It probably needs a good vacuum and I would first suspect dirty/loose yoke connectors, but in order to do these you will have to open it up. CRT INNARDS HAVE HIGH VOLTAGE THAT CAN KILL YOU EVEN WHEN UNPLUGGED, so don't blame me if you don't know what you are doing.

Since we are speculating, I would say cracked solder or bad deflection transistor. Cracked plastic on the yoke plug (and therefore bad connection) is possible, but less likely IMO. Bad capacitor is a likely possibility since they fail over time.
There are definitely voltages in a TV that will hurt you. Some of them are still present even if the TV is unplugged.
