My vista basic edition laptop is running at 100% capacity

My Laptop Compaq Presario CQ60 has Windows Vista Basic Edition installed 3 Gb RAM, 32 bit OS

It is at all times running at 100% capicity, with only 1.86GB physical memory usage (68%)

Processor - Sempron(tm) S1-42 2.10GHz
showing 61Gb used & 78Gb free

My Laptop is very slow & known to freeze & hang, close down, not allow explorer Windows & or Internet open or operate

What is my problem?

Do you have any security programs? Which? Are they updated?

Open Task Manager and In "Processes" tab see which process is using major CPU resources...

Turn them off.
