Question - My Wifi isnt showing up on RCA tablet (rct6973w43)

it wasn't used in a while I powered it on and factory reset it. it has no IP address and is on android version 7.1.2. I was hoping to maybe update then I could find my network instead of the others but I need to connect to wifi to update. I tried my hotspot also and it doesn't show up. The only option I have in settings is changing IP mode to static or PPPoE since DHCP doesn't work. network settings rest also doesn't work. it also shows different networks than the ones that show up on my iPhone. There's a wifi mac address but I don't know if that can help with anything.
