Ndistpr64.sys failed virus HUGE problem

Please help. I recently downloaded some malicious software that has infected my PC.

The symptoms are as follows;
After about 20 seconds BSOD comes up and reads the following;

Stop Code: DRIVER_IRQL_NOT_LESS_OR_EQUAL
What Failed: ndistpr64.sys

Computer will only boot into safe mode on 3rd restart. F8 will not initiate safe mode.
Shift + restart will not initiate alternate boot options.
When in SAFE MODE
Anti Virus does not work. Nor does Malwarebytes Anti-Rootkit
Supplement
The error you receive is "The requested resource is in use."
Please advise what can be done.
NOTE: I CANNOT INSTALL ANY ANTI-MALWARE PROGRAMS LIKE SPYHUNTER DUE TO THE CRASHING AFTER 20 SECONDS.

I have tried a avast boot time scan (as the virus hides itself as Windows starts), but it didn't catch it. My only last option is spyhunter, but I am not hopeful as Malwarebytes anti Malwarebytes didn't catch it

And you sure it malware, and not your hardware?

Yes, it only happened after I installed a fake program

1)use system restore.
2)try the anti malware in safe mode
3)backup your data and do a fresh install of the os.
