Need a solution for simultaneously streaming and recording multiple webcams

We have a computer lab with 30 PCs. In this lab we have a need to record a realtime video from the webcam on each PC. The video needs to be at least 30fps in .avi format. While the camera is recording we also need to stream the output to a central computer where these webcams can be monitored in a matrixed display. I have looked at solutions such as manycam vlc and iSpy but these require either an rtmp server or do not record on the local machine which is absolutely essential to capturing a video with high framerate and zero delay. In addition to recording we will also be simultaneously playing back.h.264 format video so something that has minimal resource utilization is important as well... I am looking to the community for ideas can anyone help?

I think the issue you'll bump into is recording on the local machine. Though, there's a bunch of options available if this one limitation can be lifted. Here are a few. You might find a workaround to auto-script the transfer of the files recorded back to their home machines, too.
