Need a tablet (andsoftware) for drawing and cartoon/anime animation

Hi there,

As the title suggests, I need ideas for some sort of tablet to do drawing and cartoon/anime animation (Not 3D animation or graphic design).

I've looked into Wacom and Bosto, but they seem way out of my budget. I want something with an active display and potentially portable
Wacom seems to have met these requirements with a 2000 dollar pricepoint and Bosto has many complaints so both are out of question.

I've been looking into Samsung Galaxy Note 10.1 2014 edition as an Andriod solution, but I really think a Microsoft Surface Pro (2) or something from Asus might be better suited as they use Windows 8.1.

I don't mind buying second hand, or even older (2011 onwards would be best, newer is better).

my budget will be around 1000US, but If I want to buy later and see what options I have now.

I also need software to work with. Me and my partner are very new to this stuff, the hardware and software side of it so we don't know much when it comes to this stuff
