Need batch renamer for folders, please help.

I've been searching for years without luck. I want to make all four entries look like the top two/ standardize folder name formats to this: "Band Name - YEAR - Album Name"
I want them all to look like "Caul - 2006 - Apophasis" instead of having some at the end or without hyphens.

I backed up my CDs collection to MP3 over many years and want to standardize folder name formats but I can't find software that will recognize the number and move it to the right of the first hyphen. I have found several batch renamers that can remove brackets, but none that recognize and move the year within the folder name.

I have 10K+ folders to clean up, so I cannot do it manually. Oh yeah, I also need it to be free and work in Windows 7... any ideas? I will be eternally grateful if I can finally find a solution for this!
