You will likely need to up your budget a bit to get a system with 16 or 32gb of RAM and a solid state drive.
What you get depends on what is available in your area, I would look at Lenovo models first, sort by CPU/RAM/Drive options.

For high spec work you should be looking at systems close to double your budget with an i7 CPU and plenty of RAM options like a workstation class laptop.
