The HDD is blank, you will need to reinstall Windows, if you didn;t make a copy of the recovery partition on the old HDD, then you will need to ask Dell for recovery DVD.

Personally, I would just use Microsoft Media Creation Tool to dump a copy of the OS install image to USB, install from that, then download and install the Dell drivers, which means no Dell bloatware and leaner Windows install.
