New Battery Wont Charge. Please Help

So my old battery stopped charging at 0%. I bought a new battery and new adapter from dell. I have a dell Inspiron 15R which is about 1.5 Years old. The new battery came at 36% and will continue to keep the laptop on is unplugged but will start to drain. If connected the battery will no drain but it will also not charge. Desktop mode is disabled, and the enabled feature is greyed out. Tried uninstalling battery drivers too. What else can I try?

Summary: New charger and new battery same old problem. Connected and not charging.

Other information i found out. When plugged in the battery current flow is -2mA to -9mA. When unplugged its -1350mA -1400mA or more.
I tried it with a 65Watt charger and 90Watt charger and had the same results.

Welp. So much for dell support. All the options are no available to me. Except one, buying extended warranty.
Ran some diagnostic tools said the battery is completely healthy. I guess its a faulty laptop circuit that wont let it charge?
