NEW LAPTOP Cant Move in games???

Hi all no i idea what is up, got a new laptop its a
Dell xps 15 9550
i7
4k
960gtx
16gb ram

I installed my old games " planet side 2

when i load into game and try to move walk forward or side to side its really juddary? like a car stalling? i push down to move and i move tiny bit then stop.

when i do finally walk and i press another button like to run my character stops then i get stuck again and cant move.

i changed setting loads of times
same thing happens with external keyboard

I tried it on BF4 as well same thing.

so which means it must be the laptop

any idea would be great.

960 gtx is too weak to run 4k. lower the game resolution

just tried it at 1080 no luck same thing happens

I can use my mouse and look around fine no lag at all i just cant walk

OK so i just found something out ifffff im in crouch i can move ???? in both bf4 and planetside 2 ......... anyideas?

Here's some stuff I can think of...
1. FPS too high, which is probably not the case if it also happens on 4k (and yes, this can happen if you get extremely high FPS)
2. FPS too low, which makes everything glitchy. Try to enable FPS display on Steam or download an external app that displays FPS. If it is really low you could get something like that.
3. Some accessibility option that would make it so that keys do not register constantly, but even if you hold it you get it like you are pressing the key really fast.

if there are other programs open that use command keys the in game wont work so need to close the application running in background
