The HP 251-a120 comes with AMD A6 6310 processor which is a laptop processor or SOC(System on chip).
The performance should be sufficient for daily use such as web browsing and some casual games.
What kind of CPU does the DELL E521 have?

The A6 6310 is not going to be much faster than the Athlon 64 X2 6000+ but the A6 6310 is a quad core while the Athlon 64 X2 6000+ is only a dual core.
But the advantages are the A6 6310 will produce less heat and it consumes very little power 15W vs the Athlon 64 X2 89-125W.(You can check the TDP using CPU-Z).
Furthermore the A6 6310 support latest instruction such as SSE4.1 and AVX.
It can handle 720P and 1080P just fine but the latest youtube video that run at 1080P 60 FPS will struggle but at 720P 60 FPS it will run just fine.
Adding a graphic card might not be possible with the HP PC since it is limited in terms of expansion.
Overall if you need something that is small and power efficient the HP is the better choice compared to the DELL E521.
