When do the extreme upgrades (level 3s) become available, what are the
requirements to unlock them?

Reach stage 5 and locate the performance shop at Coal Harbor West (at
about 55-60% completion).

I think you get one of them (ECU?) at the end of stage 4. The rest
show up in stage 5.
