Question No virtual keyboard on Android phone

Hi all. I'm trying to get my daughter's phone working. It doesn't seem to have a keyboard. For anything that you would expect to use a keyboard, a Google thing pops up saying 'Try saying something'. After doing extensive research online, it seems I have to go into Settings > System & updates > Language & input and select virtual keyboard. Except there isn't such an option. All there is is Google voice typing and no other choices. Any ideas what I need to do? I tried asking Google/Android community, but clicking through to that it says the page doesn't exist. I'm stumped.
