This is less optimal than just using a heavier kettlebell, the band adjusts the force curve placing more stress at the top of the position and minimising at the bottom. That is the complete opposite of what the swing is meant to do.
It also has the added disadvantage of accelerating the weight on the downward travel which is going to increase the risk of injury over the standard movement.
Swings are great there's no need to fix something that's not broken and this is certainly not some genius fitness hack, it's just more dumb gimmicks.
