Is it not charging when the laptop is turned on, when it is turned off (not hibernate or sleep but off) or both?

If it is not charging when turned on, but does when turned off, then your charger may well need replacing.

If it is not charging at all, no matter if off or on, then it is probably the battery that is in need of replacing.
