notebook overheating like hellfire

I have a compaq 510 notebook pc. windows xp 32 bit,

It goes up to 99*C in 5 minutes... I have a cooling pad which constantly supplies air from the bottom. I believe that the stock cooler isnt working effectively / windows is not handling cooling effectively.

Please tell me what should I check for to start with..?

probably heatsink is full of dust ,y u still with xp ?...99c is hazardus take it to service center to clean the heatsink if u dont knw to
