Consumer products are sealed with a product called "shrinkwrap." It is a very
inexpensive plastic sheeting that wraps around a product and then is heated.
The heat shrinks the plastic and voila...the item is sealed! You can do this
in your home if you have one of those paint removal heat guns. What I'm trying
to say is that a sealed disc does not always mean a new disc. Beware...

I sell laserdiscs on eBay. Most of them are previewed. I re-shrink wrap all
the discs before I ship them to better protect them in transit.
