OneNote Storage on OneDrive not Syncing

I just purchased a new Dell XPS to replace my Surface. In moving everything to the new laptop, I noticed my OneNote folders previously on the Surface were not available. I have these stored on OneDrive. I have logged into my OneDrive account from my new laptop. I do not see the folders displayed. If I go back to my Surface, the OneNote notebooks will not sync to OneDrive. Are these notebooks stored locally for me to access and share with my new laptop? The reason they are not syncing is because OneNote can't find the destination folders to upload to. I have tried recreating one of the notebook folders on OneDrive, but I lost the material in doing so when the syncing process was completed.
