onkyotx sr 313 cuts off due to a speaker wire touchen another

Solution
Since the receiver is going into protection with no inputs or speaker wire connected the problem is now internal to the receiver. If there were shorted speaker wires when connected that can cause permanent damage to the receiver since the protection circuit might not be 100% effective.
At this point the receiver will need to be serviced by a technician. Hope it's under warranty. If there is a blown amplifier channel the cost of repair might be prohibitively expensive.
So the speaker wire frays when you insert it into the speaker terminal and they are touching? Cut and strip a fresh section then see if twisting the ends tightly (same direction as the natural twisting of the wire of course) solves that problem.

A better way would be to "tin" the wire to prevent the strands from separating, example here.
