That's probably not going to happen unless you get something used. You want something current you're going to have to use the latest operating system like it or not. Windows 7 support is still there, but on new laptops, you're not going to see any new drivers being made for new hardware for old operating systems. But this is too vague of a question and we need more information to go on here, such as how much you want to spend and what your country of origin is, and what kind of hardware and display you're looking for, what games you plan to play, and so on and so forth.

Buy any gaming laptop that meets your specification, and install Windows 7 Pro on it.

You'll struggle to find any quality new gaming laptop with Windows 7, regardless of version. All gaming machines are prepping for DX12, requiring W10.
