Opening PDFs from IE11 extremely slow

I handle IT support for a small attorney's office and one of the clerks is having an issue that I can't seem to figure out. They have to use IE to access the state court website. They frequently print off documents from the court site for clients, and when they try to download PDF document from there it's supposed to be as simple as click the link, the PDF is downloaded and automatically opens in Acrobat/Reader, and then File > Print as usual. The snag we're running into is when they click the link to get the PDF document, IE hangs at "Running security scan..." for about 10 minutes before finally opening the PDF in Adobe. This can be quite problematic when a client is sitting there waiting.

PDFs will open In-browser just fine, and if you save a PDF to desktop first and open it'll work just fine as well. However they want to be able to open it the way they have been (as mentioned above, and how everyone else in the office is able to do without issue).

Running Windows 7 Pro, 64 bit

Antivirus is Symantec Endpoint Protection, though it isn't configured to scan files as they're downloaded from IE.

-Adobe Add-ons: Adobe PDF Reader (Part of Acrobat Reader DC), Adobe Reader, Adobe PDF Link Helper, Adobe PDF Conversion Toolbar, and SmartSelect Class (those last four part of Acrobat 9 Standard)

Adobe Acrobat Standard 9 and Adobe Acrobat Reader DC

Have tried reinstalling Acrobat 9 Standard and Acrobat Reader DC, as well as using each individually to handle PDFs, no change.

Have tried rolling back IE to 8, then re-updating back up to 11. No change (issue existed in 10 as well).

Have tried running SFC scan and CHKDSK /F /R, just for good measure. No change.

Have tried disabling Adobe add-ons in IE. No change.

Have tried adding regristry key for TabProcGrowth (as per ). No change.

If anyone has any suggestions I could try that would be great! Thanks!
