Where can I find a digital optical cable that I can plug into my TV that has an HDMI plug-in that I can plug into an HDMI input on my receiver?

A cable would not work.
Any receiver that has HDMI inputs would have at least one optical audio input. No reason not to use it.
There are converters like this one
https/www.walmart.com/ip/Component-Video-Digital-Coaxial-and-Digital-Optical-Audio-to-HDMI-Converter/40501163
but it might not work without a video input too.
