PC Blinking Light Problem

Hey all, I'm a middle school student who built a computer and is having a problem. Whenever I go to turn off my computer or even just put it into sleep mode, all the lights blink and the speakers make a sounds with the blinking and it does that for as long as I let it. The only way to stop it is to either flip the switch in the back or take out the power cord.

My specs are:
Motherboard: b450m-HDV-R4.0
CPU:Ryzen 3 2200g
GPU: Integrated Vega 8
Ram: 8gb dual channel
SSD: 240gb
HDD: External 4tb Hard drive

My suggestions, Check your power and reset connectors at the motherboard. Verify the correct location and polarity. +/- because they may use a common wire.
When assembling, did you make sure no standoffs touch any traces. My Asus has a couple where only the masking on the board protects against shorts. I use plastic standoff now.
You could also use small plastic washers as well. I have a Gigabyte that does this once in awhile but never investigated.
