Pc performance issues

I own a Pc
Specs:
i5-4440
16gb ram
Gtx 970 gigabyte edition
1tb Wd green
Windows 10

Even having such powerfull hardware my Pc does not perform up to the mark. There is stuttering while doing Normal Tasks like web browsing, opening closing apps. Sometimes the PC lags and freezes. While Playing games it freezes like Cs go freezes while playing. Sometimes the Pc wont respond. So what can i do to fix it. Is there any problem with my hardware? Please help me.

get a ssd HD. Use that WD green as storage drive.
Now days you can get a 240GB ssd for like $60

Pull up windows task manager, what kind of usage are you getting on your HDD, CPU, also check to make sure your CPU isn't throttling. Basically make sure it's running at the speed it's advertised at.

My cpu is clocked at 3.1ghz. I will monitor the usage

The speed of the Cpu Keeps on Fluctuating like 0.9 to 1.8 ghz or max 2.6 ghz. The hard read speed is 6mb something.

Might want to check CPU temps, make sure there isn't any dust build up. Also check to make sure you do not have any power saving software/features turned on, sometimes they will kick in when they shouldn't.
