pc upgrade suggestions please!

I got a pc that has a core 2 duo processor running at 2.6ghz 3gb ram and intel graphic I think about 300mb. my old laptop had a processor of 1.9ghz ram of 2gb and same graphics but that ran games much smoother and I don't know why this system is slow like when I play runescape on min settings it gives me around 20fps compared to like 35 on my older supposedly weaker build.. does anyone know what the problem is if I need a gpu car or more modern processor?

I would guess the old laptops display had less resolution than the newer one which will have this sort of impact on gaming.
