Pc vs Laptop Gaming

4 GB DDR3 1333mhz
Nvidia gt 730 1 GB ddr5
Windows 7
My Laptop Specs- Core i3 5005u
4 GB DDR3 1600mhz
Nvidia gt 930m
Windows 10

GTA 5 fps on PC MID settings- 20-25 fps at 768p with occasional stuttering

GTA 5 fps on laptop HIGH settings- 30-45 fps at 768p with minimal stutter

Why so??? even the PC's GPU is better than notebook's!
