pc won't boot, only turn on for a split second then turned off

my labtop won't boot, its turns on for a split second then turned off. This happened when i was connecting the adapter to the power supply by linkinf wires togather, I think that the positive and negative termimals had touched each other, so what is the problem here? is the mother board has burned out?

Sounds like the main fuse blew.

popatim, i don't think there is a replacable fuse in my motherboard, its model is foxconn ML194V-0 E253117
