Phone connect to tv

How can I connect my Samsung galaxy s7 to my vizio smart tv without internet, we are camping.

Your phone doesn't seem to support MHL so you can't use a cable to connect it to the TV.
You might be able to use it as a WIFI hotspot and a chromestick to stream to the TV. Not sure at all if you can use the phone to create the hotspot and then stream from the same phone. You might need to use a 2nd phone as your source.
