I tried all the solutions posted everywhere to no avail - even downloaded the app. Nothing fixed the registry.
I found an easy solution. I did a virgin installation of my office97 into a different drive and directory. I originally installed all my Office files into D: drive. I did another install and chose my C: drive and installed ONLY photoed this time.
If you are fortunate enough to have alternate drives or partitions, I would assume this in-elegant solution would work for any alternate drives.
