Ok so i want to get the polk audio psw505 12" subwoofer I know that is powered but I also want to get some bookshelf speakers like these Cerwin Vega VE5M.
http://www.amazon.com/Cerwin-VE5M-Watts-Bookshelf Speaker/dp/B000KULLM6/ref=sr_1_2?ie=UTF8&qid=1398004543&sr=8-2&keywords=cerwin+vega+speakers

Those speakers are not powered but they do connect to the sub right so will I need an amp or a reciever to power these bookshelf speakers and if I do will this device work?
http://www.amazon.com/gp/product/B0049P6OTI/ref=oh_details_o03_s00_i00?ie=UTF8&psc=1

if not what will be a good cheap device that will make my bookshelf speakers work with that sub.?

You don't mention what source will be feeding the speakers. If it is a PC then the amp you link to will work fine. The powered sub would connect to the sub out of you mobo or sound card. The amp/speakers would connect to the front out (green). You would set the audio for a 2.1 configuration.

you'll need an amp, any decent amp will have both powered and non powered sub woofer out channels, go non powered to the sub (because it is self powered) and powered the speakers (because they are not self powered)

What amp will you recommend that is fairly cheap and will power both those bookshelf speakers since the sub dosent need an amp right?
