Pluged in not charging?

Compaq 6510b, charging issue. Windows says " 0% available (plugged in, not charging).' Now If I remove the power cord from the laptop and plug it back in windows says says "plugged in, charging" but after 20ses it says "plugged in, not charging" my guess is the battery.
