plugged in, charging,stuck at 86%

My asus notebook is plugged in and charging but the battery is stuck at 86-87% and does not increasing beyond that percentage. At first I thought it was a battery problem and replaced with a new one about a Month ago. After replacing, the notebook charged to 100% in four days. and then it went back to the same problem. when I try to charge for more hours expecting that it will be full to 100%, the red battery indicator starts blinking. And when I switch it off and restart it again, it still keeps blinking until I remove the battery and re-insert it again. What would be the source problem or what is the problem and its solution?

Is an ASUS application installed which enabled the eco charge mode or similar named?

This feature can enhance the lifetime of a battery by not charging to 100%.
