power supply repair

i have a power supply circuit used for satellite receiver, with input 220 v and output 5v,24v,12v,3.3v, it starts flashing(blinking) when put on load, anyone can please help me to repair

First of all thanks for reply, actually its a local brand power supply which i have purchased for an experiment for which i need different voltage supplies. The type written on its box is "DVD-DTH-SMPS". The problem is when i put the the load on it, the LED on the output side starts blinking, and the circuit i mean load also doesn't operate, while same circuit is working properly on another power supply
