Solved! Problem Booting Laptop

So,recently a Toshiba Satellite A40-231,a really old laptop,came in my possession. I dont really know it's backround,what it went through,but it doesn't boot to windows,and I cant get to the BIOS so i can format disk and install new OS. If anyone has any experience, Please help. I am really determined to get it up and running! If anyone need details,let me know!

I have a vague recollection that older Toshiba machines used Function 1 to access the BIOS.

If you use a CD/DVD and the hard disk isn't bootable, BIOS should default to the first bootable device it can find and your optical drive should cut in.
