Problem with powering on process

Hi everyone!

I have a PackardBell Vesuvio laptop. It had problems with motherboard (it couldn't power on) so I bought a used board in eBay.
Now it has a strange problem; it can't power up if the power supply is plugged in (with battery inserted)! If I remove the power cable, it can boot up and works fine. After powering on successfully, I can insert the power cable and battery begin to charge without any problem. The power supply is ok (it outputs 19V, as it should). Is it possible that something inside the laptop is being shorted out when I plug the power?
I don't know if the used motherboard I bought was faulty or something else is happening. All other components seem to work fine.

I'd be grateful if you have any ideas about this problem!

Thanks for the answer. Unfortunately it can't power up without battery. I plugged and unplugged several times but it didn't help. I can only boot up if the battery is in and power cable unplugged. Something is prevented the board to power on when the cable is in.
