when I turn it on it clicks off

Disconnect the speakers from it and see what happens. If it comes on then either the speaker wires or speakers have a problem. Connect the right speaker and wire and see if the problem reoccurs. This will tell you which wire or speaker is bad.
Make sure that the +/- wires are not touching.
If it doesn't come on with no speakers attached then you will need to get it serviced.

the receiver did not come on without speakers when I first turn on the receiver it came on and about 10 seconds t turn itself off. I noticed in the back panel the pre amp plugs were not there. would this make the receiver turn off, I bought the receiver for 25.00
