Q about positioning function

I'm trying to open an app on my new chromebook that is connected to my phone. I have allowed access to location and app permission, updated everything, connected bluetooth from cell to book. When I try to open the app on my Chromebook it says..At present , mobile phone scanning Bluetooth needs to turn on the positioning function. It then gives me the option to go to settings, and opens up a use location page. It states that no apps have requested a location, below is app access to location that shows me the available apps. The app I need is there but I only have it under allowed while in use. I cannot find the allow all the time option anywhere. I don't know if that would make a difference or not. I do have an older phone, LG android 9.

Any ideas would be appreciated!
