Question QR Code to do a specific task

Is there a way to scan a QR Code on your phone(Android/IOS) and make it so that after you scan it, it opens a new page where you can select the files you want to be sent through Bluetooth? When you scan it, it automatically selects the set Bluetooth device and then it opens a new page where you can select the files you want to send to that device. Does anyone know if this is possible? If it is, can anyone tell me how do I go about doing it? Thank you so much for your help.
