If you don't Unlock the CPU, and just do BIOS tweaks...will you see a Noticable Performance Increase ?

Offcourse, the difference between CAS 2 and 2.5/3 is large you will see it with a benchmark, other memory timings options can increase performance too. And you can always raise the FSB, which will increase the speed of the memory, videocard and PCI-cards.
