yes synapse is used to program the mouse buttons for various games. You can also use their sound software but it will replace your hp software idf any.

i want to use the razer surround thing with my headphones but the software says cant find a razer synapse device huh

You need a razer device: mouse, keyboard or headphones. I have a razer mouse and the software works perfectly on my speakers but not my usb plantronics headset.
