Reboot after factory settings

Won't reboot after factory reset. Help my toshiba protege won't reboot after restoring to factory settings. Tried holding doen '0' and turning power on. But doesn't work

hello there have you tried the laptop tech help forum? now when u say wont reboot you mean its stuck in windows and wont turn off? or now that you did factory reset it will not boot up windows? is there a post? have you tried to get it to boot into the bios?
