Reboot my 1997 dell labtop

How do i reboot my 1997 dell labtop. Someone has locked it up when i let them borrow it can u plz help me

All you have to do is turn it off and back on to reboot it. SO I am thinking that is not what you are trying to do.

Well when i turn on my labtop it just pops up Dell Security Manager, the system internal HDD-0. It says i cant access data on this drive without the correct password. Please type in the hard drive password. So can u tell me the problem?
