reboot window using key

I accidently drop my laptop and crack the screen.Before I replace the screen I wanna know if the PC was also damage so I hook it up to my TV via HDMI but my TV can't pick up any signal from laptop. It's seemed like window is no loading. Is there a way to do a factory reset or reboot the laptop using F1 F2 etc.... or holding clt+ all+ shift etc.?

Toshiba laptop running window 8.1. I would be very grateful if some of you can help me.

Yes. It was on. I know it's cheaper to buy a new one than try to fix this one but I have all my personal data inside. Is there a way to transfer it ?

as long as the drive is seen by the bios then it should be possible to retrieve your data as I've done it a few time with & without having to use data recovery programs. do you have a desktop computer?
