Question Recommendation on program which can set alerts/reminders

Does anyone know any Windows offline program which can set alerts on the same note with different dates and times? For instance, pop up an alert on every Mon 6PM, every Wed 4PM and every 25th 8PM.

It could also export all alerts and notes to my Android phone.

The second one is less important to me. It is ok if it doesn't have such function.

Your requirement for it to be offline and also be able to export to your phone are a bit conflicting. Just use something like your email account calendar. if you have Android you very likely have a gmail account. Use that. Syncs everywhere.

If you absolutely don't want it online for some reason, email clients like Outlook have calendars, they just need to be running in the back-ground for notifications to pop up.
