Question Red dots and lines on screen.

When there is a black or dark part on my screen, it shows red dots and sometimes red lines. I tried restarting the computer and even updating it, but nothing seemed to fix it. Additionally, when restarting, the spinning dots on the restarting screen had red lines coming from the top of them going to the right of the screen. The same thing happened to the mouse cursor. When there is darkness, there are sometimes just red dots sporadically around it, but sometimes it's squiggly red lines, almost the same as if I had spelled a word incorrectly, and it was notifying me. I tried seeing if it was only a problem with a certain application or something, but it happened in the windows start menu, google chrome, and other applications as well.
