Regarding laptop upgrades

I know it isn't advisable, but assuming I wanted to get my laptop's CPU and GPU professional desoldered and replaced, what would be a good place? Would my manufacturer or a certified company like Intel be able to do this for a price? I want my crappy Quad Core Pentium N3700 and Intel HD(R) upgraded, but I don't want to buy an entirely new PC.

pointless exercise even if it can be done you still only can go as high as the motherboard allows which wont be hugely better

and professional bga work would probably cost more than a new laptop any way

It would cost more and give lesser performance than a new laptop.
